Saigon–Nhon Hoi Industrial Park Corporation Approved as Investor for Cat Trinh Industrial Park Project Covering Over 368 ha

Saigon - Nhon Hoi Industrial Park Corporation (SNP) has just been approved as the investor of the Cat Trinh Industrial Park Project with a total investment of more than VND 2.500. This is the second IP project implemented by the company in Gia Lai Province.

Mr. Nguyen Tu Cong Hoang, Vice Chairman of the Gia Lai Provincial People’s Committee, has approved the investment policy and simultaneously approved Saigon - Nhon Hoi Industrial Park Corporation (SNP) as the investor to implement the Investment, Construction, and Infrastructure Business Project of Cat Trinh Industrial Park (Cat Trinh IP Project).

The Cat Trinh IP Project has a total area of 368.1 hectares and is located in Phu Cat Commune (formerly Cat Trinh Commune, Binh Dinh Province). The total investment capital is VND 2,554 billion, of which the investor’s equity contribution is VND 383.1 billion, with the remainder financed through loans from credit institutions.

Regarding the implementation schedule, the investor is expected to complete investment procedures from Q1/2026 to Q3/2026; carry out site clearance and synchronous construction of technical infrastructure from Q4/2026 to Q3/2029 (with secondary investor attraction starting from Q3/2027 upon meeting required conditions); and finalize related procedures to bring the entire project into operation from Q4/2029 to Q1/2030.

The Gia Lai Provincial People’s Committee requires the investor to ensure sufficient financial resources for project implementation, carry out compensation and site clearance in accordance with the approved plan, and complete procedures for converting forest land use purposes in compliance with legal regulations.

At the same time, the investor must allocate 20 hectares or 5% of the industrial park land area for lease or sublease to high-tech enterprises in the private economic sector, small and medium-sized enterprises, and innovative startups, in accordance with Clause 4, Article 7 of Resolution No. 198/2025/QH15 dated May 17, 2025 of the National Assembly on special mechanisms and policies for private sector development.

According to the Gia Lai Economic Zone Authority, the Cat Trinh Industrial Park had its partial adjustment to the 1/2000-scale subdivision planning approved on December 15, 2025.

Under the planning, Cat Trinh Industrial Park is bounded by Chop Vung Mountain to the north, Van Phong Canal to the south, Chay Stream to the east, and National Highway 1A to the west.

Initially planned to specialize in wood manufacturing and supporting industries, the industrial park has been adjusted to become a clean, multi-sector industrial park oriented toward an eco-industrial park model.

In terms of land-use structure, the project allocates more than 253 hectares for factory construction (accounting for 68.91%), over 52 hectares for traffic and parking, and more than 42.6 hectares for green space and water surface.

According to the plan, the industrial park’s water demand is approximately 4,740 m³/day-night; total wastewater volume is about 4,270 m³/day-night; and power demand is approximately 44 MW (55 MVA).

To support the industrial park, Gia Lai Province will also develop the Cat Trinh Residential and Resettlement Area (located to the west of the industrial park) with a scale of about 66 hectares to accommodate affected households. A social housing area of approximately 4.15 hectares will be arranged within this residential and resettlement area. Additionally, a 7-story worker accommodation apartment complex is planned on a land fund of about 1 hectare within the service area of Cat Trinh Industrial Park.

Previously, on May 8, 2025, Saigon– Nhon Hoi Industrial Park Corporation submitted a document to the former Binh Dinh Provincial People’s Committee (now Gia Lai Province) proposing to become the investor of the Cat Trinh Industrial Park Project.

An SNP representative stated that Cat Trinh Industrial Park is oriented to become a new highlight in the company’s industrial infrastructure development strategy.

The project aims to develop under a green industrial park model, applying advanced technology and harmonizing production with environmental protection. In the context where many FDI enterprises increasingly prioritize environmental and social criteria, SNP affirms that the green industrial park model is expected to help Cat Trinh Industrial Park differentiate itself from traditionally developed projects.
